Artist Biography:

Jimmy Dvate is a renowned Australian contemporary artist, specialising in large scale public murals.

Actively painting on the streets of Melbourne since 1997 his name has become synonymous with the graffiti and street art scenes. Through this dedication to his craft, his work can now be found all over Australia and the world.

Formally trained in graphic design and visual arts at Monash University, Jimmy’s work shows a strong sense of design combined with the accuracy and eye for detail of photo-realism.

Description of Artwork:

This mural is a gift to Frankston City Council from South East Water, celebrating the Monterey Recycled Water Scheme pipeline project. Created by artist Jimmy DVATE, the artwork features sporting references interwoven with an overarching water theme.

I’m happy to announce that the Monterey Recycled Water Scheme pipeline is now complete, opening the floodgates to greener, healthier sports fields all year round. From June, recycled water will begin flowing to Council-managed reserves in Frankston North, starting with Monterey Reserve, followed by Pat Rollo and Eric Bell reserves. The system is also supplying recycled water to the National Golf Course — Long Island.

This new supply means we can keep our sporting fields in great condition while reducing reliance on drinking water — a practical win for local clubs, families and the community budget. Proudly delivered in partnership with South East Water and the Victorian Government, the project reflects a strong commitment to long-term, sustainable water use across our City.

As part of the project, South East Water has also gifted Frankston City with a new mural at Excelsior Milk Bar (43 Excelsior Drive) in Frankston North, celebrating the Monterey Recycled Water Scheme. Created by local artist Jimmy DVATE, the artwork weaves sporting references with a flowing water theme — a colourful reminder of how sustainability, infrastructure, sport, art and community can come together.
